Is it possible to cluster services without shared disk?

Hi all,

Environment:

Windows Server 2008 R2 Enterprise Edition across the board.

we have 2 servers that are running lots of applications that run services. those 2 servers are load balanced with a hardware load balancer so both servers have the same exact services running at all times, so when the traffice hit either one it gets processed.

lately we discovered a problem that was caused by the fact that both servers are running the same services, which I don't think the details of it is realevent for this post. bottom line is that our developers asked that we make the service runs on one server at a time and that the services would only start on the second box if the first box is down, which to me sounds like cluster, but we don't need to attached those servers to a SAN, because we don't need to cluster any disks.

so...  can we install the cluster and cluster those services as generic cluster resources without having to attach them a SAN?
