Throttling VM Starts

Hi All,

Having issues on a failover where I believe a boot storm is occuring, this leads to other nodes failing etc.

There is an article here: http://blogs.msdn.com/b/clustering/archive/2010/12/14/10104402.aspx which states:

To prevent "boot storms" where simultaneously starting a large number of VMs could severely impact the server’s performance or the underlying storage, there is throttling of VM starts for any individual node.  As a safety precaution during failover or on node boot, VM start is throttled to 32 VMs concurrently in the process of being started at any given time on each node (technically the VM has Online called to the cluster resource).  The rest will be queued up to start on that node. Once a VM completes starting, by getting past POST (technically the cluster resource transitions from Online Pending to Online), another VM is then started to slightly stagger all the VM starts. 

So my question is, is there a way to modify the default VM Start Throttle ('32') to something lower? As we're hosting hundreds of VMs it's not feasible to use delays.
