NLB Not Hitting Priority 2 Host

Hi,

We have configured NLB for 2 hosts under a cluster c1. The Host H1 was set priority 1 and H2 as priority 2. When both sites (In the server) were running, We got response from both hosts. But, when Site in H1 was stopped, The cluster c1 didn't redirect the request to the host H2. Actually when a site was down, We should have get response from other right? 

Where am I missing. Please help.
