2012 Hyper-V CSV Cluster - c:\ClusterStorage\Volume1 Directory is Empty on Inactive Node

My issue is interesting. I have a 2-node hyper-v cluster, and when a node is rebooted, when it comes back, the CSV shows up as an empty folder (c:\clusterstorage\volume1). If I move the CSV inside of cluster manager to that rebooted node making it active for that disk, the volume1 directory now has all my stuff in it, and that node can accept transfers. But until I do that, if I were to transfer to it, it creates directories inside of c:\clusterstorage\volume1, and the transfers fail. Very strange. Guess I'm ok as long as I don't have to reboot either of my nodes. Any help would be appreciated.
