Cluster IP Address configuration

Hello,

I have just configure Two Nodes windows Server 2012 Failover clustering.

First Host IP Address : 192.168.100.1

Second Host IP Address : 192.168.100.2

Cluster IP Address : 192.168.100.210

In normal condition i can ping cluster ip address from client.

When i unplug the network on First Host still can ping the cluster ip address from client,

but when i unplug the network on Second Host i cannot ping cluster ip address.

Network connected in same switch.

What i want to know :

1. Is this condition normal ? if this is not, what is wrong with my configuration ?
